how legal is a covenant an by laws

More details to this question:
I live in Subdivision, our covenant says all lots are for resident building only. We have a business man that buillt a house for business purposes and now he is putting in 3 spaces he will rent out to motor homes by the year. Can he do this.

Covenants are generally legally binding. Motor homes that are occupied for residential purposes may comply with your covenants, depending on exactly how the covenants are phrased. You should consult with an attorney to review them.
