how long after retaining legal counsel should one receive contingency agreement

Usually the agreement is exchanged at the time you retain counsel although I suppose it would not be abnormal for there to be a short lapse in time.  Call your attorney and ask for a copy of the signed agreement.  If you do not receive it within a week or so, you may want to consider finding a new attorney.
