How to join an ongoing lawsuit

More details to this question:
several residents on my street are suing the town for not maintaining a river after a flood damaged our houses. I was not asked to join the suit. The attorney that filed the suit says it is too late for me to join his lawsuit.How can I join a suit in progress? Can I file these papers myself?

You can make a request to the Judge who is handling the case that you be able to intervene in the case and become an additional plaintiff. You have to do it by motion with notice to all parties and attach a proposed complaint
