I'm being followed by local sheriffs and people from the marine base for weeks now, is this legal?

I'm being followed where ever I go in town by local sheriffs and I think people from off the base, and people from the community. I don't know why and it is frightening. No one has arrested me. This has been going on for some weeks now. Is this legal and if so, what can I do about it?

The first obvious step is to treat any meth/cocaine problem and any other mental health problem, as this could be paranoia not reality.
