Is a torte needed to file against a state instutution?

More details to this question:
i had a simple landlord tenant case that my lawyer Now claims is held up for over a year because he failed to realize need of torte filing.

A tort claim notice is a notice that is required to be filed if you are bringing a litigation against a public entity such as the State of New Jersey or your local municipality.  If such a notice was required and your lawyer did not file one, there is no recourse, the case cannot be filed.
