Is frequency of calls by one person constitute harrassment?

More details to this question:
I know this man who constantly calls people every day of the week and it can be annoying at times because people work and need to not be bothered by these annoying phone calls. What can we do to put a stop to this calling? He does it to 3 different residences or business.

It depends on the nature of the calls and whether there is an arguably legitimate business purpose for them. You give very little context to this. See an attorney.
