Is other condo owner responsible for my deductible?

Dec 1, 2013, my upstairs neighbor's washing machine hose broke damaging my KItch & DR ceilings, walls, lights, cabinets, & floor. Owner didn't know how to turn off her water! Her nephew told her valve was behind the washer & she asked me to help move it. Standing in 2" water, I turned off circuit breakers. In dark after shuffling the washer I saw a broken hose but no valve. I rushed to utility room & turned off her main water lever. I have a $2,000 deductible. Isn't she responsible? 13 years ago her dishwasher hose broke damaging my condo. 2 other times she has slogged thru wet carpet not noticing her A/C has overflowed. I have found out when it has leaked leaked through the carport ceiling! THEN 1st Feb, 2014 I saw/heard water damage in my DR. Alerting her to turn off her water since I believed it was her refrigerator, she asked "what do you want me to do about it." 5 hours later it was turned off by a plumber the Association had to call in. Stupid, iresponsible, neglect
