QUESTION

is the county responsible for there sewer backing up in your home causing serious damage inside?

More details to this question:
next door and my self had flooding inside our homes,neighbor opened main drain waste water shot up into air apox.20ft into air,his whole house flooded mine flooded both baths and some of my bedrooms.carpet and vanitys in both bathes needed replacing.we have found out after county workers were out.another company was hired by county to fix colasped water pipe.county say nothing happened.have phots of that company working on it.11 homes were involved.
