Looking for compensation on child kidnapping when police wouldn't help.

More details to this question:
I have a case where a child was taken without my consent, police did nothing to assist in returning him. Workforce services allowed a case to be opened as well as ORS even without any guardianship paperwork forcing me to pay child support on a child that I had full custody and rights to. Now rights have been given to the person with the child who never had consent to have him and was never notified of court dates or any proceedings. He has been enrolled in school and treated medically all without my consent. What can I do about no one assisting with his return even though multiple times I have asked for police and state workers to look at the custody and they would not.
