QUESTION
my dad passed his drivers license test but the lisence was never sent to out address because there is someone who looks alot like him.

More details to this question:
We live in WA state and when we went to see why he had not received his drivers license they said there was another license out there with a very similar face as his. Now he has to provide a birth certificate, tittle of a car or house and a passport to prove he is who he says he is. Once we submit all that imformation will they also want fingerprints? Thank you.
