My son was put in a cell by officer knowing he would be beaten does he have a case

An inmate flooded the cell . My son would not tell .officer took him directly under the cell that was flooded knowing the inmates were mad and they beat him up.officer made statement she was going to get him later in the day another officer took him down to the cell where he was beaten.the officer stated he was going to get it again.officer that over heard apologized to him ..incident at blount co.my son was in med unit last I heard. He had been in total lock down aprox. 4 mo. Without cause before the incident.does he have a case.
