More details to this question:
We have neighbors that fall under the loud raucous noise statute. Since the day we moved in to our new house, which was March 2017, our neighbors have been horrible to live next too. They have made a small soccer field in the side yard, and use the fence as their net. So it basically sounds like a shotgun, several times a day, every day. We have had several balls in our yard 70+, they used to jump the fence to get them, we stopped that after finally calling law enforcement. It quieted but has gotten worse again. We are moving. Is there any violation here? I see where county code ordinance chapter 46. 130-160 Clearly states what they are doing is wrong, and they can be punished for it with a fine, or something.

The answer is simple. Unless you want to soend an inordinate amount of money on legal fees addressing this issue, you are moving. That wil eliminate the problem.
