Neighbors fire, damaged my rental (no insurance)

More details to this question:
My rental property had some fire damage due to a neighbor's fire. The property resides in Auburn NY. Damage includes, roof due to fire hose over spray, melted siding (entire side), 6 damaged windows (2 destroyed beyond repair), and a flooded basement. The basement damage includes two hot water tanks and parts to the furnace. Neighbor is at fault as the fire was caused by careless smoking. He doesn't have insurance. I have been turned down by 5 different insurance companies because the property estate isn't settled. It's deeded to my wife's grandfather who died in '95. The property was willed to Mother in law and awol brother. Mother in law died almost 2 years ago. Wife is named executor but still trying to get on deed. We are collecting rent for estate and doing all upkeep. I have patched roof to stop it from leaking, fixed glass on 2 windows, had plumber install hot water tanks, as well as get furnace operational. My tenants are back, but what's the next step?

Unfortunately, you have some work to do.  You need to straighten out the estates so you can sue for the damage.  Your own insurance should have covered this, or are you saying you had no insurance too?
