Upper floor unit leak

Hi, A pipe, outside the wall units, that belongs to my upper floor unit, was broken and flooded my unit having mold, As per the condo association it is my neighbor responsability because the pipe belongs only to his unit. I don't have insurance and he does not have neither, Please, let me know what should I do to claim the MOld remediation company bill that is around $ 10,000 and the paint and floor replacemnent,Sincerely,

That neither of you have insurance is the problem. YOu can sue him for damages but may simply never collect. You will need to hire a lawyer to do so if thats your decison and will spend several thousand dollars on that endeavor directly.
