More details to this question:
1.Water and sewer are paid and were paid. 2. Water company was new meter inside house. 3. My brother will not let them inside house. 4. Water company turns water off over holidays and places 400lb concrete block on valve, until my brother let's them into the house to replace working but old style meter and files charges against my brother for turning water on. 5. my brother is complying and water will come back in 3 days. 6. Does he have a case for lack of access to water?
