What are the steps for a name change?

More details to this question:
I was born in Texas but live in Washington. Do I have to go back to TX in order to do this? I want to get my last name corrected. When I was younger, my parents did a birth certificate amendment but it's still wrong. So I tried amending my birth certificate now as an adult and was told I had to get a name change and get approved by a judge.

You can get the name change in Washington. Either, go online to get the form or contact the court clerk for one.

If you are over 18 years you can do it in the county in which you reside. Yes, you do need to go to court but the district court clerk's can usually give you the paperwork that you need.
