What can civilians do?

More details to this question:
If a police officer is brutally harming a person (drawing blood, seriously/ fatally injuring) who is showing no signs of dangerous sudden movements and/or handcuffed, nor acting in a threatning manner, can citizens legally arrest/beat the officer to protect others?

No. The only thing they can do is video record. If they interfere, they will be arrested.
