1.Find out why they are "harassing" your bar and resolve the problem. 2.If and that is a BIG IF, the harassment is truly without cause, talk to the officer's supervisors AND IF the harassment is truly without cause file a Section 1983 civil rights action.

Get a lawyer. The lawyer can figure out what the basis for the "harassment" is all about. If it is improper, there could be a civil rights claim. On the other hand, if there is bad stuff going on in or around your bar, you may want to clean up your act.

It sounds like you need to get new clientele. I don't know. Do they find anything when they come in? Do they have a basis for the investigation or are they trying to shake you down for protection money? If the latter, go to the prosecutor.

Film everything in the bar and then if you have enough get the tapes and take them to a civil rights lawyer.

File a complaint at the police department and with the mayor's office. Also, consult with an attorney that handles 1983 civil suits to see if you have a case.

That's a tough one. They have the upper hand. If you hire a lawyer to talk tough and posture with cease-and-desist letters, threats of injunction, etc. that may just escalate the hostility. If you do nothing, they might continue doing whatever it is that you regard as harassment. This calls for careful diplomacy. You want to approach them in a manner that they can regard as co-operative and help them see your side of things. The right lawyer may be able to help in that, but as I said, the approach is important. How about getting in touch with your local city counselor or county legislator, talk about how you have employees, pay taxes, try to run a good establishment, etc and it would be a shame for you to have to close the place or move because the authorities are making this a hostile place to do business. Good luck.
