What is another action I can take to get this resolved?

I have been dealing with Surcharges last 3-4 years and they are scrwing up my record status for my drivers license. The situation is that I went to court for driving with no Insurance to which I lapsed no insurance due to switching providers after a couple years for 2 weeks which happened to be a time I got stopped. However the judge had me pay a settle amount (forgive me for lack of terms) and stated I would not have to pay a surcharge on that if I kept/maintained Insurance for 6 months (which I did). The surcharge is still on my license and causing Havik as I refuse to pay it and now it's putting my licence in suspension? The original court I went to is hard to get a hold of "Buckholts County".
