Our former landlord will not return our deposit. We met all requirements for the return. He is hoping we just forget about it. We are 100 percent within our rights for it back. We were hoping a letter from an attorney we would retain if a letter does not correct the matter.

OK so the right to have your security deposit refunded is a function of contract law. You have to read the terms and conditions upon which the landlord must refund your back your security deposit upon the tenancy termination. If The landlord is contending that payment was not surrendered due to a breach of the lease that obligated you to forfeit your deposit, then he is not in material breach. However if there is no breach of contract on your side either through lack of notice to vacate the unit, or any damage that you left behind when you terminated the tenancy, then your landlord is obligated to give you back your security deposit.
