What should I do if mechanic won't return or fix my car?

More details to this question:
Mechanic has had my car since November 2012 (who runs a personal business) to replace the motor. I paid it off in full February 2013. I have continuously tried to contact him via text, call, and Facebook about getting information on my car. When there is some communication, it's always an excuse as to why the car is not done. There is a lot with this situation and I'm not sure what to do about it. HELP! Too much information to include here.

Take him to small claims court and ask the judge to issue an order to give it back.
