More details to this question:
I have filed a civil petition pro se and have not received a response within 21 days of the Respondent receiving the petition. Can I file a request that the court make a judgement?

yes. In some jurisdictions a motion for default has to be filed. In others, local rules may allow you to simply present the default judgement to the court.
