What to do when an individual judgement creditor refuses payment

More details to this question:
I have a judgement against me since 2011 and had no assets. No attempts were made to collect the debt. Now that I can pay the debt, the individual judgement creditor (former landlord) refuses contact and therefore payment. I would like to clear up the public record by resolving the issue. Do I have any course of action?

You can send a certified return receipt letter with a check for the money owed. Keep a copy of everything you send and dispute your credit report if it does not change assuming the landlor even reported it to your credit.
