If you mean why do you need a driver's license then the obvious answer is so the state can make sure that you are able to read, understand the rules of the road, operate a motor vehicle, park, see properly, and pass a written test. oddly enough you can be mental patient or have a lot of disorders that would make it unclear that you should be driving, but if you pass the driver's test, eye test, and written test then you can drive until it respire.
