Where can I turn to regarding road neglect in my township?

I'm not sure who to contact about this but the township I live in will not plow, cinder or do any maintenance to the road I live on. In the summer, it's full of potholes. My son is autistic and his school van can't make it up the road to pick him up. I have to meet the driver a half mile away from the house twice a day! Last week, my tire, ball joint, and axle fell off my car due to no maintenance on the road. I asked the people that do the roads in the township twice yesterday to cinder so I can make it up the road which they didn't. That resulted with me being stuck in a snow bank for an hour with my son in the car. We pay taxes, so I don't understand why they won't do anything. The man that works for the transportation department dislikes my father in law so maybe it's just a discrimination thing. What can I do?
