More details to this question:
I live in a small town and my relative has stolen money from my personal bank accounts. He had filed a complaint for harassment charges when my situation started I had sent a few email wanting my money returned. The case was dismissed. I hired a civil attorney and does not return e-mails. It is political situation. I can feel it. I spoke to a potential new attorney. Why would he want to contact my present one.

Several reasons: 1.  courtesy - when one lawyer takes over a case another lawyer is handling, professional courtesy dictates that a phone call is made. 2.  to verify whatever you have told him/her.  While we generally take our clients' word on things, we all follow the Ronald Regan suggestion:  trust but verify. 3.  to see what stage the matter has progressed to.  It may not be worth the new lawyer's time to get involved.
