Am I responsible?

More details to this question:
i had surgery 2 years ago. There is a dr whom i have no knowledge of, have never seen, and gave no consent to, that claims to have been monitoring my surgery via computer monitors in the next town. What could He possibly have done HE WAS IN THE NEXT TOWN! He billed me and truthfully I have been avoiding the bills after numerous arguing back and forth.Now he has placed me in collections. Am i responsible for this bill?

You need to contact the drs office to find out what service that it provided and who authorized. If you feel that you do not owed the debt, then send a letter (by certified mail, return receipt requested)  to the collection agency stating that you do not owe the debt and directing that it not contact you. Read up on the Fair Debt Collectiion Practice Act 15 USC 1692 on google and it will explain what you should do.  There is a section titled "ceasing communication" which states that  " if a consumer notifies a debt collector in writing that the consumer refuses to pay a debt or that the consumer wishes the debt collector to cease further communication with the consumer, the debt collector shall not communicate further with the consumer with respect to such debt" and "if such notice from the consumer is made by mail, notification shall be complete upon receipt.". Thereafter, any contact by the debt collector is violation to which you will be entitled to $1,000
