Can I file a claim against a doctor

More details to this question:
I had major surgery on January 26 2018. Had 6 incisions. The following day I had chest pain, shortness of breath, blood sugar higher than 300 ( I am type 1 diabetic ) and fever higher than 101. A doctor on call for my OB came in and said she was discharging me home and told me not to worry. She ignored my symptoms and sent me home. 12 hrs later I was back in the hospital for 5 days with fluid in my lungs. They are now sending me many bills and still are ignoring that this doctor neglected to see and further treat. How can this doctor do this ? I was out of work for 3 months because of all this.
