Can I sue an eye doctor?

More details to this question:
I just received a bill for my 2 teens yearly eye exam that was done on 9-7-17 because the eye doctor did Retinal photos and according to the eye doctor's office this is not covered by the insurance. When they do a yearly eye exam shouldn't they tell you what and what will not be covered? Also why did this doctor do extra test that was not covered for a yearly exam without asking if I wanted it done? Also why did they send an adjustment into the insurance on 2/18/18 for one of my kids for the same amount they are trying to charge me and according to my explanation of benefits from the insurance company I don't owe them anything for one kid?

The doctor is not under an obligation to tell you what is covered and what is not covered. However, most doctors will run your insurance to determine what is covered and tell you how much you will owe. It is up to you to determine what your insurance will cover.
