Can you be kept from your medical files?

More details to this question:
I was hospitalized in 09 in a local mental health facility. I know for fact My file is over three binders worth and I was given a CT scan. I asked once to get copies of all my file when I got there It was one sheet of paper. I later called and asked for a copy of my CT on disk. I was told they had never given me one. My question is 1. What would be the reason to keep my file from me? 2.Is it not routine practice to give a ct scan to a possible head injury patient? and 3. What can I legally do to get my file? Also is there a case for a lawsuit here at all?

No, they cannot keep your records from you.  You should make your request for your records in writing.   Put in writing that you understand the records include information about mental health and put in writing that you would like copies of all images in your records as well, including CT Scan.  I would hand deliver the request if possible.  If you still have problems, you may need to contact a local attorney.  Best of luck.
