could clinic be responsible for er bill?

More details to this question:
My husband was having chest pains for about a month. On 2/24 they became more sever and there was now pain down right arm. Not the left, or we would have been very concerned. He went to the clinic. Clinic took ekg. They insisted he go to ER immediately, saying his numbers are high. ER looked at ekg and put iv's in him and took another ekg. Then said nothing was wrong and that both ekgs were normal. If they were normal why did the clinic send him to the ER. Why did the ER admit him if the Dr. saw the ekg was normal? The only reason my husband went to the ER was b/c the clinic MD, made him feel like this was life threatening. B/c of the clinics actions could they be responsible for the ER bills?

Unfortunately hospital and clinic will have successful argument that visit and diagnostic studies were medically necessary
