I'm illegal but I need surgery after accident

My friend have accident. Hi fall down from 6 feet leader after touching high voltage cable. Hi broke my leg very badly. In hospital doctors says that without surgery hi want be able to walk. when they recognize that hi don't have insurance they try to send him home. What hi should do?
