Is this malpractice

My name is Tasha, and I'm contacting you on behalf of my mom Charlene Williams. On 6/22 she had a severe seizure due to her new doctor (Miller) taking her off her seizure medication (Keppra) She's been taking this medication for 7 years. She was assigned to this new doctor being that her old doctor relocated out of state. She was unresponsive when the EMT arrived at her home on 6/22. A second seizure also occurred on 10/22. A few days after this seizure, she was told by another medical doctor that she should have NEVER been taken off her medication in the first place. To date she's still suffering from severe memory loss and her leg is very weak and not strong enough for her to walk a long distance. Before these incidents she was doing great even though she's a stroke/heart attack survivor these episodes have set her back tremendously. She's in need of legal advice to know her rights.
