More details to this question:
I am an er doctor. I am being ordered to examine patients in the waiting room with little or no privacy. Is this legal ? Am I exempt from Hippa privacy laws?

If you are a doctor then you have access to actually hiring a healthcare lawyer or dealing with an HR department to address this. You will get no usuable nor reliable advise in internet blurbs anymore than patients get quality medical care on medical Q&A forums.
