Is it illegal for a orthopedic surgeon to say I have a anxiety disorder and OCD tendencies and give me medication for these the only disorder I have ever been diagnosed with is adult ADHD never been seen or diagnosed with either of the above disorders by a psychiatrist

I don't know why your orthopedic surgeon is medicating you for psychiatric issues, it is not something within his specialty.
