What are the time limits on medical suits?

In 2011, I had a cyst removed from my breast. The location of the incision still hasn't healed and is infected daily. I saw a specialist and was told that it was because the original doctor didn't make a proper incision. My obgyn informed that this was something that I am just going to have to live with. The constant pain along with having to clean the area multiple times per day, has become a nuisance. Is there anything legally that I can do and if so is it too late, since this procedure was done back in 2011.
