Got in a crash in a car under someone else's name who was in jail. State Farm has said that I owe $19,000, not giving me any information on what for, and until I pay it off I can't have my driver's license. I am concerned as to what I should do.

You are required under Tennessee law to have insurance to pay for damages that you cause during the operation of a car. Since you had no insurance and have not paid to have the damages fixed at this time, the state can take away your license. The $19,000 is for the damage that you caused to their insureds car that they had to pay for. You can agree to a payment plan with State Farm to pay off the damges then they will agree to allow your license to be reinstated.
