2 different rentals from two different agencies

More details to this question:
Two cars get into an accident and both are rentals from two different agencies, one of the drivers who was at fault has suspended license, does that make the rental agency who rented her the car liable for damages, injuries and compensation.?

possibly because rental car co's are not liable for the negliegnce of their customers, but they do have a duty to make sure that the driver of the car who they rent the vehicle to has a valid up to date license...of course, more facts would be needed to make a total determination..
