If they are willing to pay for my medical don't that mean they are reliable for my pain and suffering also ? Are they just saying they ain't reliable but willing to pay for my medical bill to try to get out cheap ???

Of course they are trying to get out cheap. If you don't like what they have offered, then don't accept the offer.
