Our bus stop is at a stop sign on a state highway. The children run back and forth across the road. I want to know if the school can discipline them for this.

For crying out loud, where are the parents? You cannot just pop a kid into the world and make everyone else responsible for doing your job of parenting. Only young kids would do stuff like that, and you, as a parent should recognize that!!! Some adult should be there EVERY DAY until the kids become old enough to be left alone. It is NOT the bus company, the school, the police, or anybody else's responsibility for YOUR kids; it is YOUR responsibility.

I would suggest that parents ought be responsible for how their children behave on public streets.

Not only should the school(s) be notified and take precautionary action, but the children's parents should also be informed so that they too can take necessary action to remedy the problem.

It's the parents who are responsible. It's the parents who should be supervising and disciplining their children. If the kids are running back and forth across the road, it's the parents who have not done their job. It's called "parenting".

Yes. Write a letter to the school board telling them they will be personally liable for the death of any of the children.
