More details to this question:
My question is.  Can an auto insurance company refused to pay medical bills for an insured person?my bills was rejected by my primary health insurance.

Your auto insurance only covers medical expenses if you have PIP.  If not - then your health insurance pays, but if you get a personal injury award for the injuries you suffered, you have to pay back the money paid for your care.
