A police report would give further evidence gathered at the scene by the officer based on his or her investigation. Generally, though, if you rear end another car, you will likely be considered at fault. It may be possible the other driver is also partially at fault, which would bar them from recovering anything from your insurance company; but it is likely that you would be found at fault as well and most likely the other driver would not be found at fault.
