Had a FREE CONSULT for a potential TORT CASE....received a bill for $450 out of the blue ? Please advise......

Most personal injury or tort cases are billed on a contingency fee basis, meaning you do not pay out of pocket.  Instead, payment to the attorney comes form the award you get at the end.  Sometimes attorneys charge an investigation fee, to determine if your case has merit and then they proceed on a contingency fee basis.  However, you should have been told that up front and if you were advised it was a free consult, then you should not have received a bill.
