More details to this question:
I have six bulging discs from an accident . Surgery recommends surgery but I don't have health insurance . There's no way I can afford it and Pip only covers up to 10 000 . Should I just sue before the surgery , or send a demand letter with the estimate surgery cost? Also how much a case like is worth?

This is why you would retain a lawyer that handles personal injury cases to handle your case. There are simply too many pitfalls for you to possible hande such a claim properly.
