More details to this question:
last year my wife was in a bus that rolled and people were deceased she has many issues from accident .now attorney is saying insurance policy is exhausted and my wife will ultimately end up with nothing how is this possible

Normally this happens when the damages for medical treatment for all exceeds the combined worth of the bus company and insurance. Get a second opinion before giving up.
