Can an individual pay for an auto claim?

I recently backed into an individuals parked car. Doing what was right I found the driver of the vehicle. He was not the owner. I gave them my contact information. when the estimate came in at approximately $700 I told the owner I would pay for it on my own. He refused to allow this and requested my insurance information. I refused to give it to him and continued to try and resolve this with him. He finally stated that he would turn it over to his insurance agent. They have tried to file a claim with an insurance company I use for my out of state college children,and told them again to have the company contact me. I am now wondering if I am within my legal rights. Just because I have insurance does not mean I need to use it does it and do they have the right to try and file a claim against my will? The accident was in Virginia I reside in South Carolina

I believe the owner of the vehicle has the right to decide if he wants to settle this matter with you personally or with your insurance company.  I do not believe there is anything you can do to prevent the vehicle owner from making a claim with your insurance company.  Also, be careful about refusing to provide the insurance information because most states require you to provide insurance information when involved in an accident.  Good luck with this matter.
