Can hospice be sued for negligence?

More details to this question:
My grandmother was in hospice care in the hospital, the doctors gave the hospice worker specific instructions for her medicine so she can pass in peace. The first worker did an excellent job, but the second ended up not giving her the medicine on time. This resulted in her waking up, her eyes opened and thrashing around in pain in front of the family. She passed 12 hours later. Is there any negligence to this case? The pain it caused my parents was unbearable, let alone I could not imagine the pain my grandmother went through for those minutes she woke.
