Can I reopen a Colorado PIP claim?

More details to this question:
I was in a car accident in Colorado in 1999. The driver at fault was never able to be found, and I ended up very badly injured and am permanently disabled as a result of injuries I had sustained from this accident. During this time, I was insured through State Farm and had PIP coverage. They tried to settle with me, of which, I never got the money they wanted to settle out the rest of my 10 year limit to claim medical expenses for, since I was going to be moving out of state. Even during the amount of time in which my PIP coverage should have covered my medical costs, they far exceeded what they had wanted to settle with me for, and My injuries have been found to be much greater than what they tried to settle with me for. My question is, Do I have any option to re-open this claim and/or at least get the amount they were wanting to settle with me for? I have been putting off back surgery for many years, due to not having the money to pay for it.

I do not believe there is any claim that can be made this long after the accident.  It is simply too late to seek compensation from the insurance company.
