Can I sue for never getting lunch break?

I worked for 9 years without a lunch break or was told to work off the clock.

Yes, go to the State Department of Labor and find out what the process is. You will likely be barred as to some of that 9 years as there normally is a time period in which you must file. Also, if that person is still your employer, be prepared that he will, illegally, try to punish you for making the complaint. You probably should first go to an employee's attorney who handles such matters to see what you might be able to get and the proof you will need.
