More details to this question:
Hello, I am a U.S. Army Soldier currently stationed in Vilseck, Germany. I let a friend of mine drive my car to another city and he caused an accident on the autobahn. I was also in the vehicle. My car was totaled and I only had liabilty insurance on the vehicle. Can I sue this person and if so where would I need to sue this person since the accident took place in Germany.

If you want to pursue this matter in Germany then the answer will depend on German law so you will need to direct your question to a lawyer in Germany.  If your friend is from the U.S., you might be able to sue your friend in the state where your friend lives or works.  In that case, you should direct your question to a lawyer in the state where your friend lives or works.  Good luck with this matter.
